In previous Call of Duty games there are Semi-automatic Assault Rifles like the well known 'FAL'. You could spam out rounds as fast as you could pull the trigger. Some people who had a "Rapid Fire" controller could fire off a whole clip in just a few seconds. Now in Call of Duty Ghosts there is a limit to how fast you can pull the trigger until your gun "Jams" or "Over-samples".
"Over-sampling" is when you fire too fast and your gun lowers the rate of which rounds can fire even if you are pulling the trigger. It is hard to explain but you can try it out yourself in a private match like I did.
Max Rate of Fire:
'IA-2' = 545 = Average
'Mk-14' = 480 = Slow
'MR-28' = 600 = Fastest in Marksman Rifles
'SVU' = 400 = Slowest in Marksman Rifles
My opinion on is to pick your shots do not spam. If you do like to spam go into a private match and test out how fast you can fire until the gun "Over-samples".

I got this info from the game code. I cannot show the code but there are Youtube videos out there that can confirm this.
