Tier 1 Perks are mainly based on countering the action of the enemy. I normally run Blind Eye so I'm not a target of Hunter Killer Drones and other AI killstreaks. I will modify some classes to run Flak Jacket instead if the enemy starts throwing explosives around the map. Or Ghost and a silencer if enemy UAV keeps popping up, but you have to continually be moving.

Tier 2 Perks are mainly useless in HC. Really you should be running Cold-Blooded about 95% of the time. Target finder is pretty commonly used and can sometimes diamond you up through walls even before you get close to an opening. The other Perk would be Fast Hands if you tend to use equipment in combat or switch weapons. It cuts down weapon switch time by 50% and equipment deploy time by 40%.

Tier 3 Perks to me is pretty important. Engineer should be a go to Perk. It's allows you to see where equipment are. And if people are placing down claymores, tactical insert, or shock charges, you can see where campers are set up. Also when you trip the equipment, there is a short time before it goes off. If you tend to sprint everywhere, dexterity is great to bring up your weapon to ADS quicker. Almost 3 times quicker. And if you're into sneaking, throw dead silence with your Ghost and Silencer class.

Well usually what i use and its been pretty successful is running with 5 perks. A lot of what sin use i use but engineer flat jacket and ghost in my opinion are useless perks especially cold blooded.for the first tier i use light weight to move around quicker and blind eye so if anyone got a hunter i wouldn't get killed but sometimes dumb random who don't run it will get you killed by it. Second tier i use scavenger to keep my ammo and equipment stocked but lately I'll switch it out and put toughness on which is a really big help in this case against people using target finders. Third tier i use dead silence and dexterity which goes awesome with a sub or ar that had quick drawhandlesosometimes you can pull up on someone quicker than the other person even if they are adsing before you. Now you won't have any equipment if you run 5 perks but it's good and versatile for Damn near any game mode now if you want you can just run dead silence which i would suggest just because a lot of people have turtle beaches or Astros and will hear you a mile away then you could at least carry a lethal and tactical maybe sticky grenade and emp grenade.

Those ideas are really helpful! I tend to use the same perks and attachments...I need to branch out. Do you tend to use the same gun setups with different perks (so you can change after dying if you realize ppl are throwing more grenades or hunter killers...)?
