I, to be honest, use Gimp. Mainly because it's free and it works just like photoshop without a few selected tools that photoshop does offer. It's very easy to create signatures using gimp, but the program itself is very confusing at first.
I also find it easier to google what I'm wishing to make on Gimp (a text effect, or maybe a background design) and I generally go with the site that best explains how to do something using words and pictures. It can sometimes be difficult to use youtube seeing as you have to continuously pause and play the video as well as sometimes the quality isn't all that good. I haven't, however, been on deviant Art to search for tutorials or anything. I mainly use DA to post up new things that I have hand drawn or made using Gimp.
Where you find your tutorials I don't believe matters too much, but your learning style does matter.
