It's different altogether. The council came up with this rule to stop these people from changing their names all the time. They'd need to clear it if he wants it that badly...
What rank is he? We don't normally allow people to keep changing their names once they have a SYN tag. They can change it to a SYN tag, but we don't usually allow it once they have it, especially if they are a higher rank.
If he is a sergeant, I can look into it, but otherwise it may not happen.
