Both games have huge gripes against them. The biggest problem with both is that in FPS games there are dozens of ways for the game to become incredibly cheap and lame and very very quickly.
In the realm of video game multiplayer, despite what reviewers may sometimes say, COD4 and Halo 3 strike pretty low on the totem pole. In Halo 3 there is absolutely no weapon balance whatsoever, unlike the first game. In COD4 there are more openings for cheap tactics than any other FPS game I've ever played in my life.
When it comes to quality multiplayer, don't look to Infinity Ward or Bungie. Look to companies like Valve or Epic, both of which have multiplayer franchises that have multiplayer that is absolutely perfect (the Unreal Tournament series or Counter-Strike).
When it comes to Multiplayer, I'd put Gears or UT3 at the top, mostly because Epic knows a lot more about level design and weapon balance than Bungie or IW because they've been doing it one hell of a lot longer.
Now, to be fair, is COD4 the best FPS multiplayer? Probably. There's a lot better weapon balance and you have to stay on your toes and strategize a lot more than Halo 3.
Bungie is a HUUUUGE fan of grabasstic multiplayer, which is a bunch of dudes just f*cking around and doing stupid stuff. It's nice if you want to waste time, but I've never come away from a Halo 3 multiplayer match feeling fufilled.
The first game was different. Back then, you had few enough weapons that had advantages and disadvantages to them to make the multiplayer have some strategy and thought process to it. It's not so much now.
