SIG REQUEST!!!

Ok well i just really want a sig with a Spartan in a dark backround facing forward looking like hes coming back from a battle with a sniper rifle in his hand... now i have seen a few nicely animated sigs that use animated water like puddles and stuff...
what i was wondering is if within the picture you could animate rain coming down all through out the picture, although when the rain would hit the Spartan character it would just kind of ya know... splatter and drip and pop, and kind of splat in smaller water drops to the ground...
__I understand I may be asking for alot but you can innovate it if its possible... (THIS MOSTLY APPLIES TO KoG Chedderbob), but if anyone can do it too, please fell free to go on ahead and do it...
The format layout as to what I want for this picture is just for the letters to be at the bottom of the animated picture so lets say that we have the picture right and if you were to put the wording on the bottom you couldnt see the water drip to the ground, if thats the case then just do it like this
