I think they use it as an incentive for younger military personel. They can't buy beer normally before the age of 21, BUT if you're on-base, apparently you're free to drink.
"Yes, you can drink with us before you're 21, BUT you need to fight for us"
Guns are cooler anyway, and (most) available at 18, sometimes before
There's always a catch..
Well if your under 21 and want to drink, just come to Australia
